The European Investment Bank (EIB) and Adif have formalised a €350 million loan agreement aimed at enhancing Spain’s conventional and high-speed railway infrastructure. This investment is set to bolster the safety, sustainability, and resilience of the country’s railway networks, aligning with the EIB Group’s strategic priorities as the EU Climate Bank.
The loan will enable Adif and Adif AV to undertake critical renovations and updates, including the modernisation of key infrastructure components and communications systems. Additionally, the EIB will provide advisory services to support Adif in adapting its infrastructure to climate change, ensuring long-term resilience and operational continuity.
Investment Scope and Objectives
The total investment supported by this project exceeds €830 million. Funds will be allocated to update essential railway infrastructure, upgrade communications systems with interoperable technologies, and implement resilience plans to mitigate operational and climate-related disruptions.
For the high-speed network, the investment programme includes:
- Installation of anti-fall safety barriers on roads
- Improvement of drainage systems and access to technical installations
- Installation of anti-vandalism modules
- Renovation of telecommunications, security, and energy systems
For the conventional network, planned investment schemes include:
- Removal of level crossings
- Renewal of tracks and other infrastructure elements
- Installation of telecommunications equipment
- Extension of the GSM-R (Global System for Mobile Rail Communications) system to more lines
Strategic Alignment and Benefits
Pedro Marco de la Peña, President of Adif and Adif AV, highlighted the significance of the EIB partnership. “The cooperation with the EIB is essential for Adif and Adif AV to continue promoting railways as a sustainable and resilient means of transport,” he said. “This loan will enable us to maintain high-quality standards through a range of renovation and upgrading measures.”
The loan underscores the EIB Group’s commitment to developing sustainable transport solutions, aligning with the Bank’s role as the EU Climate Bank. A significant portion of the investment will benefit cohesion regions, enhancing connectivity and fostering economic and territorial cohesion.
Jean-Christophe Laloux, EIB Director General and Head of EU Lending and Advisory, emphasised the strategic importance of the agreement. “This new financing agreement with Adif will enable important investments in Spanish railway infrastructure, reinforcing its safety, resilience, and sustainability,” he stated. “A safe and reliable rail network is crucial for maintaining the attractiveness of railways over more polluting forms of transport, benefiting both the economy and the environment.”
Long-Term Collaboration
The EIB and Adif have a long-standing partnership, resulting in numerous investment operations to extend, maintain, modernise, and ensure the safety of Spanish rail infrastructure. In July 2024, the EIB and Adif AV signed a €430 million loan to support the “Y vasca” high-speed rail line, a significant project to improve rail links between major Basque cities and other Spanish and European cities. To date, the EIB has invested over €13.5 billion in high-speed rail in Spain.
This latest investment is poised to enhance the attractiveness of railway transport and improve service quality across Spain, furthering the adoption of more sustainable transport means.
